It is not necessary to have to buy a brand new laptop. There are instances where getting a refurbished on would work just fine. It could have been something as little as a scratch on the case to something more serious like the computer not working properly that needed fixing. But if you do buy anything that is refurbished you need to get that warranty.
Usually, refurbished computers have been thoroughly tested and checked by the manufacturer. It does them no good to send the laptop back out with a problem as it will just come back again so you can feel confident that it has been examined. Your teenager doesn't need the most expensive laptop but just something to help with the schoolwork. For this type of use, refurbished laptops are perfect and come with little risk.
